International Conference on Transportation Construction Management
The Transportation Construction Management (TCM) Group includes representatives of the Federal Highway Administration, state transportation departments (through the American Association of State Highway and Transportation Officials – AASHTO), academia and industry whose shared goal is the improvement of transportation construction management practices. This group was initiated to facilitate the sharing of best practices and to expedite the dissemination of information regarding new technology, procedures and programs.
The TCM seeks to accomplish this by:
- Sharing current practices through case studies, reports, evaluations, web pages, webinars, etc.,
- Developing and publishing sample guidelines, specifications and model procedures,
- Hosting meetings, conferences, webinars, and other means of exchanging information,
- Coordinating issues with industry associations representatives, and
- Designating lead states for implementation efforts.
The TCM is an outgrowth of the 2004 SCAN of Construction Management Practices in Canada and Europe. The SCAN Team's findings and recommendations are documented in a report titled: "Construction Management Practices In Canada and Europe."

In February of 2009, more than 300 transportation construction leaders and innovators – representing public agencies, the private sector and academia – gathered for the 1st International Conference on Transportation Construction Management. Attendees had their choice of more than 80 informative presentations on subjects like safety, quality, cost, schedule and environmental stewardship. We encourage you to view the "TCM-1 Recap" page.
Building on the success of TCM-1, planning for the second international conference "TCM-2" is underway and set for February 7 – 10, 2011 in Orlando, Florida. Please check back regularly as additional program information will be added to the website as it becomes available.
Based on attendee suggestions, TCM-2 will look to repeat the best features of the first conference – informative general session speakers, multiple tracks of substantive presentations, networking opportunities – and add some new dimensions. This will include added emphasis on the term “International,” seeking speakers and attendees who can relate success stories from other countries. A second emphasis will be on the term “Transportation,” as we seek presentations relating to other modes such as transit, rail and airport construction.
The Federal Highway Administration (FHWA), the American Association of State Highway and Transportation Officials (AASHTO) and the Transportation Research Board (TRB) are the lead organizations for TCM-2. The American Road & Transportation Builders Association's Transportation Development Foundation (ARTBA-TDF) will serve as conference manager, in support of the conference steering committee and other supporting organizations.
The key organizing groups remain fully committed to growing this important conference. In reflecting the continued — and rapid — developments in transportation construction, TCM looks to take an important role in shaping the future.
